I mostly use the tools inside at my workbench, so it makes sense to keep them there instead of in the modular unit. I love that they have drawers so I can grab what I need without moving them. But if I need them inside for a project, I can just pop them onto the rolling unit. Since I do have other storage spaces in my garage, I choose to keep three pieces stacked together on the rolling base, and three pieces on my shelves next to my workbench.
